Good low noise calibers

How about some suggestions on low noise calibers for populated areas. I've got a .22 Hornet but it just doesn't have the inherent accuracy I want. Maybe 218 Zipper or Bee? How about the .221 Fireball in a rifle? Too loud? The 22 Mag and 22CCM are for shorter range than I'd like.
