Sounds to me like there is way too much throat errosion. In my humble opinion the powder residue on the neck is a sign that the bullets are having to jump a distance to the lands, thus not causing enough pressure to completely expand the neck and burning powder back onto the neck. I think that rebarreling or rechambering (if there is enough room to turn the barrel and rechamber) would be your best option. You could try one of the Pac-Nor barrels, the price is right and I really Like Mine. Did I mention that I really Like Mine?
