I am not aware of any problem or trend of rare problems caused by licensed CWP (concealed weapons permit) carriers causing. By massive numbers CWP holders help police solve and apprehend crimes and criminals more than problems they cause. You have to be a pretty upright person to get a CWP in the jurisdictions I am familiar with. Again I do not see what Texas is trying to solve here other than being politically correct. If I am not mistaken didn't Texas just recently (5 or 8 years ago) allow for carrying of concealed weapons? Maybe they made this concession to help pass the CWP law.
