If you have to jam bullets to fireform cases, you have a headspace problem! When P.O. Ackley designed his improved cartridges, the head space demension is .004" shorter than the standard chamber. This was done on purpose to "pinch the case" right at the neck/shoulder junction, assuring the case would fireform without seperation. You should be able to chamber a factory round and actually feel resistance when closing the bolt, this is normal.
Never use a reduced load when fireforming, remember, you are blowing the case out to bigger capacity, so use a full tilt load. If it wouldn't form the shoulder sharp in a standard chamber, it sure as hell ain't gonna do it in an improved chamber!
Heavy bullets in the 22-250 AI are a$$ kickers, and don't even come alive till there 300 yds, but after that, it leaves the rest in the dust!
